The LACAD was commissioned in 248 NC by Prince Regent Aegan Z’dan as a means to further the knowledge of the people of Llanfair through exploration and outreach to other lands. The primary goal of the LACAD is to create functioning airships above and beyond existing means.
The LACAD Facility is constructed beneath Mount Z'dan directly below Castle Z'dan in the numerous honeycombed passages underneath the palace. It is composed of 8 different levels.

- Level 5 -- Residential Level
- Level 4 -- Operations Level
- Level 3 -- GravShuttle Dock
- Level 2 -- Command Level
