Skinning Update

SKINNING UPDATE!
-------------------------------------------------------------------------------
The chance to gain an exceptional skin while skinning has been modified as 
follows: 

- Overall, the chance for exceptional results has been decreased. 
- The same modifiers used for normal skinning, i.e. coordination, implement 
used, vision, etc. are now applied. 
- Trackers receive a bonus above and beyond their normal skill bonus. 

Update 3/04/05 

Trackers are now able to SKIN QUICKLY or SKIN CAREFULLY, with appropriate 
resulting effects.
